President of Mexico protects himself from his people with steel fences

Due that the media on México don't report this on the national T.V. or the Radio or 'Prensa', i'll try to write this, on a internacional language: english.

 The mexican president-'elect'(by whom?), Enrique Peña Nieto, will take the presidency this early December. Seems normal, which is to prepare the event from previous days. But well, caught my attention that was installed big fences of metal, around the place where he will be.

Many questions arise thereby:
Are these fences to enclose or to block access? If the answer is to block the access, Why? and To whom?* (¿A quién?)
Is there anything to be afraid, worry about it?
Why be afraid of the people he will govern? Why be afraid of the people is supposed that vote for him?
If he have fear about us, will he betray us and sold (more) our country, us?
Is that still democracy?
Why...?
